The ruler of the Han state during the Warring States period. He is portrayed as anxious and cunning, aware of Han's weakness compared to Qin. He conceived the 'fatigue Qin' strategy of sending engineers to build large-scale irrigation and palaces to drain Qin's resources. After Zheng Guo's canal affair was discovered, he sent Zhou Wenqing as another pawn. However, when the plan collapsed, he abandoned Zhou without second thought. His decision to use untrained retainers shows his desperation and lack of true talent. He is not seen directly, but his schemes set the plot in motion. Ultimately, his calculations fail and he loses his agent.
