Huo An is the District Chief of the Tianyao Animal Protection Zone. He is responsible for overseeing the care of Beastmen in evolution, including Cedric. Initially skeptical, he becomes impressed by Liang He's abilities. He personally delivers supplies, is won over by her Lamb Skewers, and communicates with Cedric's family. He orders the Guard Team to intervene when Ferocious Beasts appear and later considers recruiting more Blue Star people based on Liang He's success. He is practical, observant, and cares about the safety of both the Beastmen and the staff.
