Prison City Resident are the original inhabitants of Prison City. When the Calamity descended, they were mutated and turned into monsters such as Rotten Ghouls. They were ordinary people who suffered under the Calamity's influence, hiding in sewers and fearing light. Some became the ghouls that now attack survivors.
