Sidero is the Captain of the City Guard in Dawn City's Harbor District. He is somewhat corrupt and enjoys free services from the unusual brothel. When confronted by Lucius, he initially tries to protect the brothel but quickly caves under threat. He even attempts to send a subordinate to warn the brothel but is caught. He represents the common official's dilemma between duty and personal desire.
