The Girl's Father is an abusive parent who forces his daughter to beg in the streets of Loft by exploiting her Stone Fever. He makes her show her petrified arm to attract charity, then beats her with a belt when she fails to earn enough, calling her a jinx and saying she will die soon anyway. He is overheard by Minato from the stable, yelling and whipping the girl. He represents the cruel reality that children can be treated as property in this world, with no one to intervene. His actions fuel Minato's desire to help the girl, and he acts as a clear antagonist to Minato's sense of justice, even though Minato chooses not to confront him directly.
