The secondary characters like the red-robed woman's subordinates are cardboard at this point. They just say "yes, respectfully obey the decree" and vanish. The hundred people are described but have zero individuality. I hope as the story progresses, the antagonists get more development. The woman herself has some characterization through her actions and appearance, but she's still a femme fatale archetype. Could use more complexity.
2 The way the chapter ends with the heroine infiltrating the government office at night is well-paced. It leaves you wanting to know what happens next without a massive cliffhanger. It’s a natural pause for a chapter break.
